Civil rights and fair housing speakers to kick off the 2004 Quad-State Fair
Housing and Equal Opportunity Conference Thursday, March 4 at the Hyatt Regency
Hotel in Lexington. The conference begins at 8:00 a.m. with a welcome from
conference sponsor the Lexington-Fayette Urban County Human Rights Commission.
The Assistant Secretary of the U.S. Department of Housing and Urban Development
(HUD), Carolyn Y. Peoples, will address the conference at 10:00 a.m. that day.
Immediately after Secretary Peoples, Joseph DeLaine, Jr. will speak about his
involvement in Briggs v. Elliot, a
case that appeared on the Supreme Court docket with four other cases that were
collectively heard as Brown v. Board of
Education, et. al.
Carolyn
Peoples recently began her tenure as HUD’s Assistant Secretary for Fair
Housing and Equal Opportunity. A veteran of housing and faith-based non-profit
organizations, Ms. Peoples has a strong record of helping people of all
backgrounds find affordable housing solutions and
a strong commitment to improving the quality of life for all people. Ms.
Peoples will update the conference on HUD’s initiatives to effectively address
housing discrimination and increase homeownership.
Joseph DeLaine, Jr. grew up in Clarendon County, SC, site of the
NAACP’s first case to challenge the policy of segregated education in public
schools. Mr. DeLaine’s father, the Reverend Joseph DeLaine, Sr., played a
central role in the Briggs v. Elliott case. This effort evolved into a fundamental
challenge to the system of separate but equal educational facilities. Briggs
v. Elliott appeared on the docket along with four other cases that were
collectively heard as Brown v. Board of
Education, et. al.
The
speakers will be followed by a Civil Rights Luncheon at 12:00 p.m. in the Hyatt
Regency Hotel where the Commission will honor the 2004 Police Community
Relations Award winners.
